The greatest mistake Europeans can make is to believe that their biggest problem is Donald Trump.

To be fair, it’s an easy error to make. In the long annals of American diplomacy, there’s no previous instance of an American president treating close allies with anything approaching the Trumpian mix of critique and contempt.

But it’s not only Mr. Trump and his supporters whose attitudes should worry Europe. Some of Europe’s closest friends are also increasingly discouraged.

The American intellectual class once rang with inspired and sometimes envious praise of a rising Europe. In 2002 an influential Atlantic essay argued that the “rising challenger” to American primacy was “not China or the Islamic world but the European Union, an emerging polity that is in the process of marshaling the impressive resources and historical ambitions of Europe’s separate nation-states.” It warned Americans to prepare for the emergence of a new superpower on the world stage.

This is not what Europe’s friends see today. Philanthropist George Soros—one of Europe’s keenest observers and strongest defenders—predicted last week that unless things change, “the European Union will go the way of the Soviet Union in 1991.” He is far from alone among the EU’s supporters in bewailing the bloc’s inability to master its growing difficulties. The country has not cut such a pathetic figure on the global stage since Suez

WRITING to his wife in May 1942, Evelyn Waugh recounted a true story of military derring-do. A British commando unit offered to blow up an old tree-stump on Lord Glasgow’s estate, promising him that they could dynamite the tree so that it “falls on a sixpence”. After a boozy lunch they all went down to witness the explosion. But instead of falling on a sixpence the tree-stump rose 50 feet in the air, taking with it half an acre of soil and a beloved plantation of young trees. A tearful Lord Glasgow fled to his castle only to discover that every pane of glass had been shattered. He then ran to his lavatory to hide his emotions, but when he pulled the plug out of his washbasin “the entire ceiling, loosened by the explosion, fell on his head.”

A year on from the Brexit referendum Britain feels like Lord Glasgow’s castle. The most visible damage has been done to its domestic politics. With the Conservative Party in turmoil Jeremy Corbyn, Labour’s hard-left leader, talks about being prime minister in six months. But just as serious is the blow to Britain’s global standing, which is lower than it has been at any time since the Suez crisis in 1956, when America crushed Anthony Eden’s attempt to reassert British power in Egypt. Robert Skidelsky, Professor Emeritus of Political Economy at Warwick University and a fellow of the British Academy in history and economics, is a member of the British House of Lords. The author of a three-volume biography of John Maynard Keynes, he began his political career in the Labour party, became the Conservative Party’s spokesman for Treasury affairs in the House of Lords, and was eventually forced out of the Conservative Party for his opposition to NATO’s intervention in Kosovo in 1999.

LONDON – The terrorist slaughter in Paris has once again brought into sharp relief the storm clouds gathering over the twenty-first century, dimming the bright promise for Europe and the West that the fall of communism opened up. Given dangers that seemingly grow by the day, it is worth pondering what we may be in for.
